CSA 2010 (Comprehensive Safety Analysis 2010)
If you're a motor carrier or truck driver, you've probably heard about the Federal Motor Carrier Safety Administration’s (FMCSA) new safety program - Comprehensive Safety Analysis 2010 (CSA 2010). Its purpose is to improve road safety by identifying and addressing high-risk truck drivers or motor carriers before they cause accidents.
What to Expect from CSA 2010
CSA 2010 puts a heavy emphasis on driver performance. As a truck driver, you should ensure your truck is in good operating condition and be sure to follow all applicable rules and regulations on and off the road.
Some insurance companies use truck inspection data for deciding which customers to insure. Others use this information to determine how much to charge truck drivers for insurance. Progressive does not use inspection information and does not plan to use inspection information to determine insurance eligibility or rates. Your Progressive policy will not be cancelled or surcharged due to CSA 2010.
How CSA 2010 Works
CSA 2010 performs three main functions:
- Measurement - CSA 2010 measures safety performance of drivers via the new Safety Measurement System (SMS), which replaces SafeStat, the current measurement system, and uses inspection and crash results to identify truck drivers whose driving behaviors could lead to crashes. SMS evaluates a driver’s previous 24 months of driving data - including safety-based roadside inspection violations, out-of service violations, and state reported crash data - and calculates a score. This score is used to evaluate the risk of drivers.
- Evaluation - CSA 2010 helps FMCSA and its enforcement partners identify and attempt to correct risky behavior by contacting motor carriers and drivers when it identifies a pattern of unsafe behavior.
- Intervention - CSA 2010 covers a wide variety of safety issues and allows for intervention in an attempt to improve overall driving safety and reduce crashes for truckers. Based on the nature and severity of CSA 2010 violations, different levels of intervention may be used.
CSA 2010 Timeline
CSA 2010 was launched as a test in Colorado, Georgia and Missouri in 2008. In 2009, Delaware, Kansas, Maryland, Minnesota, and Montana were added to the CSA 2010 test group. In the summer of 2010, the CSA 2010 test states became full-fledged CSA 2010 states. The remainder of the states will start following CSA 2010 procedures and guidelines in late 2010 and early 2011.
