Snapshot Pro℠ Terms and Conditions
Last Updated: August 18, 2026
Your participation in the Snapshot Pro program is expressly conditioned on your acceptance of these Terms and Conditions. If you do not agree with these Terms and Conditions, you should not participate in the program.
The Progressive Group of Insurance Companies (Progressive Commercial) reserves the right to modify these Terms and Conditions at any time. Any modifications to these Terms and Conditions can be viewed at https://www.progressivecommercial.com/support/legal/snapshotpro-terms/. Continued participation in the Snapshot Pro program will constitute your acceptance of any revisions to these Terms and Conditions. Please check this page regularly.
About the Program
The Snapshot Pro program is a telematics program for eligible commercial vehicle customers. The program may be offered on a voluntary basis for some customers and on a mandatory basis for others, as determined by Progressive Commercial and subject to applicable law. The program may provide access to an online fleet management portal for some customers, and potential insurance savings based on driving habits. Higher risk driving may result in a higher rate at renewal.
Program availability, eligibility, participation requirements, pricing treatment, and data use may vary by state and are subject to applicable law. Progressive Commercial may offer different versions of the program, or may limit or not offer the program, in certain states. Any applicable state-specific terms are set forth in a State Specific Appendix, which is incorporated into and made part of these Terms and Conditions.
How It Works
Participating customers share driving data through a device provided by Progressive Commercial; a customer-provided telematics device; or in some cases, a combination of both.
Progressive Commercial may provide devices to customers who don’t have their own telematics device or in cases where we are unable to collect sufficient data from a customer’s own telematics device (“Progressive-Provided Devices”). Different device types may be provided to participating customers, including devices which plug into the diagnostic port on eligible vehicles and solar-powered devices which are affixed to a vehicle’s windshield. Devices are provided to customers at Progressive Commercial’s discretion based on factors including (but not limited to) vehicle/device compatibility, risk characteristics, and device availability.
Progressive-Provided Devices record vehicle speed and time information, Vehicle Identification Number, location, and certain other vehicle information, as well as when the device is connected to and disconnected from the vehicle. Other information, such as miles driven and rates of acceleration and braking, is derived from the speed and time information recorded by the device. Progressive-Provided Devices transmit that data wirelessly to our service provider. The service provider will make the data available to Progressive Commercial.
In some cases, the program may use customer-provided telematics devices, electronic logging devices, dashcams, mobile applications, or other data collection devices or services from third parties that are approved by Progressive Commercial (“Customer-Provided Devices”). If Customer-Provided Devices are used, you will be required to establish a connection between your telematics provider and Progressive Commercial using a personalized link provided when you enroll in the program. To complete enrollment, customers who receive a personalized link must authorize Progressive Commercial to receive the data made available by the telematics device vendor, including data for all vehicles and drivers on the customer’s account with their telematics device vendor. You must keep your telematics devices installed and services active and maintain the data sharing connection between your telematics device provider and Progressive Commercial for the entire duration of your enrollment in the program. You authorize Progressive Commercial and its service providers to request, receive, use, and retain program information from those devices, data aggregators, and service providers for program purposes; and you represent and warrant that you have the legal right and authority to do so, and to authorize those third parties to share program information, including but not limited to driving data, with Progressive Commercial and its service providers.
Driving data and vehicle information collected through a customer’s participation in the program may be used in underwriting and rating (including verifying information provided by you); in the resolution of claims; and for research and development purposes.
Usage and Eligibility Requirements
Enrollment will occur upon completion of the following steps:
- you register for the program either online, over the phone, or through your Progressive Commercial agent (where available);
- you provide a valid e-mail address;
- you accept these Terms and Conditions and the applicable Privacy Statement; and
- where applicable, you authorize Progressive Commercial to obtain information from your telematics devices.
Customers must install Progressive-Provided Devices within 30 days of device shipment and/or establish a connection between Customer-Provided Devices and Progressive Commercial within 30 days of enrollment in the program in order to qualify for use of the online fleet management portal, where applicable, and any potential participation discounts. Participation in the program will continue if the vehicle is registered, the customer has a policy with Progressive Commercial, and the Customer-Provided Device or Progressive-Provided Device is installed and maintains the required device or approved telematics data source as required by Progressive Commercial.
Devices must remain installed and transmit data to Progressive Commercial on an ongoing basis for all enrolled vehicles. Progressive Commercial may remove participation discounts and apply a surcharge, both on the current term and renewals, if the customer does not keep devices installed or maintain an active connection with Progressive Commercial, or if a pattern of disconnections, changed settings, or other reporting gaps suggests that reported driving behavior may not be representative of actual driving behavior.
If Progressive Commercial does not receive sufficient driving data during the applicable policy period to make a reasonable determination of driving behavior, renewal pricing based on Snapshot Pro data may not be applied and any participation discount, if applied, may be removed.
Technical issues involving a Progressive-Provided Device may prevent Progressive Commercial from providing renewal pricing based on Snapshot Pro data. The removal or non-application of renewal pricing for this reason will not by itself affect future program eligibility unless otherwise provided by Progressive Commercial or applicable law. Technical issues pertaining to Customer-Provided Devices are the customer’s responsibility to resolve with their telematics provider.
If participation is mandatory, you must maintain required program devices and connections, as specified by Progressive Commercial in your quote, on all participating vehicles as required by Progressive Commercial for as long as your policy remains in-force. Failure to do so is considered a material increase in risk and may result in cancellation, nonrenewal, or other underwriting action, subject to applicable law.
Snapshot Pro Pricing
New enrollments may be eligible for a participation discount for the first enrollment term, contingent upon completion of Snapshot Pro registration within the time period required by Progressive Commercial. Additional participation discounts may be available for customers who purchase and install Progressive-approved dashcams in all vehicles listed on the policy and maintain an active connection between their dashcam provider and Progressive Commercial. Regulatory constraints may limit the total telematics savings we can apply in certain states and situations. If your enrollment in the program is mandatory, you may be ineligible for participation savings on your first enrollment term, but you will be considered for a personalized rate at renewal based on your driving data.
Snapshot Pro data will be used to determine a personalized renewal rate, which may result in a discount or surcharge depending on driving habits and conditions. If sufficient Snapshot Pro data is collected in a policy term, Progressive Commercial will calculate a driving score based on that information and use this score to determine a personalized rate at each renewal. Progressive Commercial’s interpretation of what the score means in terms of pricing may change over time. Snapshot Pro data may also be used to support underwriting reviews.
Use of the Device on Different Vehicles
The rules for transferring a Progressive-Provided Device are as follows:
- Replacing Vehicle: If you replace a vehicle on your policy, you must return the Progressive-Provided Device from your old vehicle. Do not reuse it or transfer it to the new vehicle. If the new vehicle is eligible, you will receive a new Progressive-Provided Device from Progressive Commercial for the new vehicle.
- Removing Vehicle: If you remove a vehicle from your policy that was registered for the program, you must return the Progressive-Provided Device to Progressive Commercial.
Any newly added participating vehicle must also be equipped in accordance with program requirements, which may include installing Progressive-Provided Devices or Customer-Provided Devices.
Property of Progressive Commercial
Any Progressive-Provided Device is the property of Progressive Commercial and is provided by us for each eligible vehicle you enroll. Progressive Commercial retains all right, title, and interest in and to the Progressive-Provided Device and firmware. You may not (i) resell or lease the Progressive-Provided Device; (ii) interfere with or disrupt the integrity or performance of the Progressive-Provided Device; (iii) attempt to gain unauthorized access to the Progressive-Provided Device or its related systems or networks; (iv) reverse engineer, disassemble or derive source code, underlying ideas, algorithms, structure or organizational form of the Progressive-Provided Device, except as allowed by applicable law despite this limitation; or (v) access Progressive-Provided Devices, services or technology or Confidential Information to copy any feature, function or graphic. If applicable law permits such activities, any information discovered as a result of these activities must be promptly disclosed to Progressive Commercial and is deemed to be the confidential and proprietary information of Progressive Commercial.
Customer-Provided Devices are not the property of Progressive Commercial. Unless Progressive Commercial expressly states otherwise, you are solely responsible for any agreements, fees, charges, equipment costs, data plans, subscriptions, maintenance obligations, and vendor terms associated with them.
Returning Progressive-Provided Devices
Progressive-Provided Devices must be returned to Progressive Commercial once your vehicle is no longer registered for the program, or if we have determined additional driving data is not needed. Failure to return the Progressive-Provided Device in a timely manner and in good, working condition (normal wear and tear excepted) could result in a charge to your policy account.
If the program uses Customer-Provided Devices, you are responsible for discontinuing, transferring, or deactivating those devices or services as appropriate. Progressive Commercial has no obligation to retrieve, return, remove, or pay for customer-owned or third-party equipment or services.
Acknowledgement and Vehicle Owner Consent
By participating in the program, you represent that you have the consent of the registered owner of each vehicle in which a device will be installed to (a) install the device, (b) provide information collected by the device to us and our service provider, and (c) permit us to retain and use the information as described in these Terms and Conditions. Once the vehicle information is sent to us and our service provider, the recorded information will be erased from the device. Progressive Commercial will retain information collected or derived from the device indefinitely, subject to applicable law.
Vehicle usage data may be useful in determining the cause of an automobile incident or accident (accident). If you're in an accident, you may have a legal obligation to preserve the information on the device. This information may be sought by opposing parties in a civil lawsuit or by police when investigating the cause of an accident, or we may be legally obligated to provide such information in response to a subpoena or as otherwise required by law. In the event of an accident or claim, we may use your vehicle data to assist in resolving the claim, including validating the circumstances of the accident, making liability and coverage determinations, investigating policy or claims fraud and material misrepresentation, and handling any related subrogation or litigation.
Progressive-Provided Devices which plug into a vehicle’s diagnostic port use a certain amount of current from the battery even when the vehicle is not turned on. Care should be taken in using the Progressive-Provided Device in vehicles that have old or weak batteries, or that may go extended periods without being started. Also, do not plug in the Progressive-Provided Device if the vehicle's 'check engine' light is on. First have the vehicle serviced, and the error code cleared, before plugging in the Progressive-Provided Device.
Snapshot Pro Privacy
We're committed to protecting your privacy and earning your trust, and understand you may have concerns about how we use the data we collect through the Snapshot Pro program. In addition to the commitments in our Privacy & Security Policy, we explain how we use driving data collected through the Snapshot Pro program in the Snapshot Pro Privacy Statement located at https://www.progressivecommercial.com/support/legal/snapshotpro-privacy/.
Communications
We will periodically send you information by mail, email and/or phone while you're participating in the Program.
Ending Your Enrollment in the Program
If your participation is voluntary, you may end your enrollment in the Snapshot Pro program at any time by contacting Progressive Commercial. If you opt out within 30 days of enrollment, Progressive Commercial will not consider your Snapshot Pro experience. If you opt out after that period, you may receive a surcharge on your current term and renewals.
If your participation is mandatory, you may not opt out of the program while keeping the policy in force unless Progressive Commercial expressly permits otherwise. In that event, your only method of ending participation is to request cancellation of the applicable policy or coverage, subject to applicable law and policy terms.
Upon ending participation, you must comply with all applicable device return requirements.
